Longview adopts 2025–2036 TIP amendment, adds River Cities Transit projects

Assistant staff presented an amendment to the 2025–2036 Transportation Improvement Plan (TIP) and the River Cities Transit Program of Projects; the amendment adds several transit purchases and incorporates newly awarded or potential grant funding.
Staff explained the changes are largely administrative updates required when grant funding or project scope changes. The amendment adds two transit buses, cutaway replacement vans, a transit overhaul, and a Rainier commuter service entry that would enable a potential route into Oregon if funding is provided. Staff also said River Cities Transit is pursuing a connection between Longview and Vancouver along I‑5 after the previous provider stopped offering that service.
Council held a public hearing on the amendment. No members of the public spoke at the hearing. A council member moved to adopt Resolution 2545 to amend the TIP and River Cities Transit Program of Projects; the motion was seconded and approved by voice vote. The resolution includes the $2,000,000 Move Ahead Washington grant amendment for the Columbia Heights project and authorizes placement of the new transit projects on the program of projects so the city may pursue grant funding.
Why it matters: Adding projects to the TIP and program of projects is a required step to seek certain federal and state grant funds; it does not itself authorize new spending beyond what grants or later council actions would approve.
Staff committed to providing a clearer breakdown of the edits in future mailings; a council member requested receiving the exhibit spreadsheet earlier in packet distribution to allow advance review.
