Board members also discussed a state competitive program (referred to in the meeting as HILAP) seeking one to three projects at a roughly $20,000,000 scale; staff noted the minimum project size and the complexity of preparing a competitive application and recommended using consultants or outside assistance if the authority pursues the opportunity. A staff member said the authority does not currently have a facility condition index at the levels the program requests and that preparing a competitive application would require investment of staff time or hiring consultants; the application deadline was noted as April 30.
The authority also heard from the Housing Trust about due diligence on about four acres next to the fire station. Trust members plan to do site work and only ask the select board for a transfer or support once they confirm buildability; one planner suggested the site could support roughly three duplexes though wetlands may restrict usable area. The trust will proceed cautiously before requesting the transfer.
