Housing authority votes to renew electricity supply contract with IGS for 47 months

The Sudbury Housing Authority voted to renew its electricity supply contract with IGS, approving a 47-month term and authorizing staff to sign on behalf of the authority.

Staff presented a cost comparison showing the authority’s current contract protected it from a large price spike in 2022 and that the IGS proposal would result in lower supply costs than other recent options. A housing authority staff member said, “we were really protected, over a big spike that happened in 2022,” and explained the tradeoffs between short-term and longer-term contract lengths.

The staff member also told the board the supplier allows the authority to adopt a lower market rate if prices fall during the contract term, at the expense of extending the contract length. After discussion about term lengths (11, 23, 35 or 47 months) and the authority’s history of working with several brokers and public procurement options, one board member moved to extend the contract for 47 months; another member seconded and the motion carried with all voting in favor. The board recorded that the contract is for supply for the authority’s facilities (not individually metered resident household accounts).

Why it matters: Energy supply contracts affect operating costs for the authority’s properties and therefore can influence budgeting and rent-setting. The contract’s flexibility to capture lower rates could reduce future costs but may extend the contract beyond the advertised term.

The authority’s staff said they would proceed with the supplier and complete any required signatures and administrative steps.
