Town of Blackstone public‑works staff told the Planning Board that road and drainage repairs at 142 and 307 Blackstone Street are performing as intended and are eligible for partial release of performance bonds.
Jonathan Persad and Momen Momenamjatb of Grasshopper appeared for the developer. Jimmy Sullivan, superintendent of public works, reviewed both sites on behalf of DPW and reported that items required under the road‑opening and drainage bonds have been completed: trenching and a catch basin to control runoff, lowering and repair of catch basin rims where specified, and installation of a new culvert at a location noted on the ledger for the 307 property.
Sullivan told the board he was satisfied with the work and that, for each site, the developer is eligible for the first bond payment once the superintendent confirms the paving date. For 142 Blackstone Street, DPW will keep a final quarter of the road bond for one year of post‑paving observation to confirm there are no deferred defects; Sullivan said he had not observed problems following the heavy rainfall events of 2023–24.
The Planning Board did not record a separate roll‑call vote to release funds during the meeting; DPW indicated the projects qualified for partial bond release based on field inspection and will process the payment per standard DPW procedures once the pavement dates are verified.
The developer said they will return to the board for any additional monitoring or maintenance checks after spring thaw and as requested by DPW.
Clarifying details: the road opening bond for 142 Blackstone was recorded on the meeting record as $50,000; DPW will confirm paving dates before releasing the first payment and will reserve a final portion of the bond for one year of observation.
