Vienna council approves design contracts for ADA kayak launch, limits overall project to keep under $350,000

The Vienna City Council voted to authorize design and construction-administration contracts not to exceed $40,000 for a proposed ADA-compliant kayak launch on 12th Street, a project the mayor and council said must stay below the council’s $350,000 target.

The resolution, read and moved during the special meeting, authorizes the mayor and city staff to execute the necessary contracts and provide required information to obtain grant funding and state approvals. The motion passed with five votes in favor and one sustained vote.

The council and staff said the $40,000 authorization covers the design and construction-administration work only. Council members and staff repeatedly framed the spending cap as a way to avoid exceeding a council-set total project ceiling. The council discussed a current project estimate of approximately $329,000 and said it wanted a buffer in case costs rose during permitting or construction.

Mayor said the design submitted to the state will generally be the final design unless a material change is requested, and emphasized the city’s obligation under the grant: “Our requirement is to provide an ADA compliant kayak launch to our community for the grant. That is what we've done,” Mayor said. The mayor added that leaving “$20,000 on the table” would be preferable to ending up with a partially completed project that exceeded available funds.

Staff noted that if the city makes design changes after state review, it may need to return to the state for approval. Council members also said they preferred to keep a conservative contingency so the city would not have to return to council for emergency funding if bids or permitting added costs.

The vote was taken by voice after a motion and second; the minutes record the outcome as five in favor and one sustained. The resolution authorizes contracting for design and construction-administration services for the 12th Street kayak launch and directs staff to provide documentation necessary for grant and state review.

Council members said they expect the project to proceed once design is approved and funding remains within the council’s target. No additional fiscal ordinance or appropriation was passed during the meeting; council members indicated any future increases would be considered through standard budget or amendment processes.
