Committee adopts amendment to let certain state park employees use agency address on ODOT records

The House Committee on Rules adopted an amendment and voted to refer House Bill 29 22 to the floor on March 5, 2025.
Melissa (committee staff) told the committee House Bill 29 22 would allow “an employee of the state parks and recreation department” to ask that any driver or vehicle record kept by the Oregon Department of Transportation contain “the address of the public agency employing the eligible employee instead of their resident's address.” The dash-1 amendment narrowed eligible employees to those “whose job classification is a park manager or park ranger,” and Melissa said the change had a minimal fiscal impact and no revenue impact.
Chair Bowman opened the work session, and Vice Chair Drazen moved to adopt the dash-1 amendment. The committee took a roll-call vote; the amendment was adopted. Vice Chair Drazen then moved that the bill, as amended, be referred to the floor with a “do pass” recommendation. After a roll-call vote the motion to send the bill to the floor passed. The committee asked for a carrier for the bill and Vice Chair Pham agreed to carry it.
The amendment narrows the bill’s scope to two classifications of state park employees and keeps the bill’s fiscal note unchanged in committee: Melissa said there was a minimal fiscal impact and no revenue impact. The committee’s action is procedural: the change adopted in committee will be part of the bill packet that goes to the full House for debate.
No legal citations or policy conflicts were raised in committee during the session. The committee did not direct staff to prepare additional fiscal estimates or amendments during the work session.
