Robinson City Council opened and closed a public hearing and approved ordinance 2025-004 to nominate Blue Kingfisher LLC for designation under the Texas Enterprise Zone program, which allows eligible companies to seek state sales‑and‑use tax refunds for qualified construction and equipment expenditures.
City staff explained the Texas Enterprise Zone program as a state economic development tool that applies to the state portion of sales tax only and is designed to encourage private investment and job creation in economically distressed areas. Staff said the nomination is initiated by the city but the tax refund applies only to the state portion of sales and use taxes, not the city’s local portion.
Representatives from Deloitte were present with Blue Kingfisher LLC to answer council questions. A staff representative noted that the nomination would cover the property so future qualifying projects on that site could also apply under the program; Blue Kingfisher is the initial company being nominated for the site.
A councilmember asked what benefit the city receives; staff said the principal city benefit is an enhanced ability to market the property to prospective employers, which can broaden the city’s economic development toolbox. The council then voted on a motion to approve the ordinance and proceed with the nomination process.
No specific fee or new city obligation was created by the nomination itself; staff noted that any city incentives would remain governed by separate agreements negotiated with companies.
