The Fredericksburg Architectural Review Board approved a certificate-of-appropriateness to replace a deteriorated wood garage door at 822 Caroline Street with an aluminum-and-glass overhead storefront door that includes an ADA‑compliant pass door.
Samantha Pays, the Renwick Fellow who prepared the staff report, said the rear garage was constructed between 1927 and 1947 and that the existing wood doors “are in very poor condition.” Pays recommended approval because the doors are not a character‑defining feature of the contributing property and the proposed aluminum-and-glass replacement is a sympathetic, reversible modern interpretation.
Josh Grady, representing the property owner, described the proposed materials as an anodized black metal frame with insulated, tinted glazing and said trim above the opening will be repaired in kind. Denae Peckler of Historic Fredericksburg, Inc. (HFI) told the board HFI reviewed map and permit records and concurred with staff that the cinder-block addition is mid‑twentieth century and that the proposed contemporary replacement is appropriate.
Board members asked brief technical questions (trim finish, whether the pass door moves independently and locking behavior) and several members voiced support. Karen Irvin noted the replacement is reversible and “not a character defining historic feature.” A motion to approve the COA passed; the public transcript records the motion carried but does not give a clear numeric tally in the record.
