Issaquah planning director previews 2025 work plan: middle housing, parking rules, tree-code updates and light-rail planning

Issaquah's Planning Department provided a preview of its 2025 work program at the March 4 Planning, Development and Environment Committee meeting, highlighting middle-housing regulations, parking and Title 18 clarifications, a planned tree-code update, and regional light-rail planning.
"Middle housing, if you haven't heard that yet, will be fair and square in front of you. We hope to get that through Planning Policy Commission in March. And so April 1, our plan is to bring that forward, Planning Policy Commission's recommendation for your consideration," Director Dhaliwal said.
Dhaliwal said the department expects to bundle parking-related changes with Title 18 annual updates for a May committee meeting and, if boards and commissions finish review, to bring proposed tree-code updates before the committee in June. "If we are done with all our, boards and commissions looking at the tree code, updates, that'll come in front of you in June," Dhaliwal said.
The director also mentioned regional processes: Puget Sound Regional Council will review and recertify growth centers and the city will participate in recertification efforts. Council-approved funding will allow staff to pursue light-rail planning work, Dhaliwal said, and the department will consider whether to brief the full council depending on cross-committee interest.
Principal Planner Kristen Bateson and assistant planning staff said the tree-code work will be coordinated with existing urban-forest management efforts and separate from the community-facilities parcel review discussed elsewhere in the meeting.

Staff said schedules may shift if boards and commissions take additional time; the committee's next meeting is April 1, 2025, when the middle-housing regulation package is scheduled for committee review.
