Community High School District 94 presented the final draft of its strategic plan at the March Committee of the Whole meeting, and district leaders said the plan will return to the Board of Education for formal approval on March 18.
Superintendent Dr. Dwyer told the board the planning process began Aug. 6 and included 54 participants drawn from students, teachers, administrators, parents and community members. "In an overwhelming display of confidence, 95% of those surveys stated that they could support this plan," he said.
The draft lays out a mission — "ignite a passion for learning, foster leadership, and responsibility, and empower all learners to live their personal best" — and a vision that emphasizes academic pathways, cultural awareness and student well-being. Student board representatives described the graduate portrait as centering critical thinking, inclusive collaboration, effective communication and resilience.
Board members asked clarifying questions about language and implementation. One member cautioned that references to "closing the academic achievement gap" should emphasize lifting all students rather than implying that higher-performing students be lowered; Dr. Dwyer said the wording aligns with the state report card metric and the intent is to raise students who need additional supports. Board members also suggested substituting the term "associate districts" or "partner districts" for "feeder districts" to better reflect two-way collaboration.
Next steps described by the superintendent include finalizing action steps and timelines after board approval. He said the plan is intended to be accompanied by phased action items that may roll out across multiple years and that the board will appoint goal champions and small committees to develop specific metrics and timelines once the plan is approved.
The board did not take a formal vote on the draft during the committee meeting; the item is scheduled for the board consent agenda on March 18 along with a short video summarizing the process and testimonials from participants.
