Council amends city manager contract to add COLA and fold allowances into salary

The City Council approved an amendment to City Manager John Moreno’s employment agreement on Feb. 25, following a brief staff report required under the Brown Act.
City Attorney presented two changes agreed during the recent performance evaluation: elimination of the city manager’s automobile allowance and deferred-compensation line items and the addition of equivalent amounts to base salary so the overall compensation remains functionally unchanged. The amendment also adds an annual cost-of-living adjustment equal to the consumer price index, capped at 5% in any given year; the first COLA would take effect on July 1, 2025.
The city attorney delivered the oral report required for amendments to an executive’s compensation and fielded no substantive questions. The council moved, seconded and approved the contract amendment by unanimous roll call.
