The Oklahoma Senate voted unanimously, 46-0, to pass Senate Bill 527, which makes three adjustments to vehicle title and lien processes and was declared an emergency measure on final passage.
"Member senate bill 5 27 is making 3 tweaks to the title and lien process regarding the purchase service Oklahoma from 25 days to 60 days," Senator Reinhart, who explained the bill, told the Senate. He said the lending institutions support increasing the time and that the bill would also repeal a subsection added last year and clarify a seven-day payoff-notification window.
Senator Reinhart explained the three changes on the floor: increase the Service Oklahoma window (from 25 to 60 days), repeal a subsection added in last year's House bill, and clarify the seven-day starting window for lender notification after a dealer reports a payoff. When Senator Hicks asked where the language appears in the bill, Reinhart pointed senators to pages in the bill text for each change.
Senator Hicks spoke in favor on final debate, saying, "I rise in strong support of such a wonderfully written bill." The clerk later recorded 46 aye votes and 0 nay votes. The sponsor asked that the bill be considered on an emergency basis; the Senate approved that request without objection and declared the bill passed as an emergency measure.
The bill's passage changes administrative timeframes and restores lender involvement in certain title transfers; the sponsor said the aim is to ensure lending institutions have appropriate notice and processes in vehicle payoff and title transfers.
