Senate advances bill to create advisory council on medical marijuana possession limits, 46-0

Senate Bill 522, which would create an executive advisory council to study purchase and possession limits for medical marijuana, advanced in the Oklahoma Senate on a unanimous voice roll call, 46-0.

Supporters said the council would give industry and other stakeholders a formal voice while producing recommendations before the group dissolves. "It will dissolve on November first of 2026," Senate Minority Floor Leader Frank Coleman, the bill's explaining senator, told colleagues as he described the measure as a requester bill from OMA.

The bill would establish an advisory council and a task force to examine purchase and possession limits for medical marijuana patients. Coleman said Oklahoma currently has "pretty high possession limits" compared with other states and that the council is intended to produce recommendations; when asked if the task force's results would precede any law changes, Coleman said, "Not sure, but I would certainly hope so." Senator Devers urged adding a pharmacist to the list of people on the council; Coleman said he had already texted the bill's requester to suggest adding a pharmacist.

The measure advanced by unanimous consent after explanation and brief questions and debate. The clerk recorded 46 affirmative votes and 0 negative votes.

The bill text states the advisory body will dissolve on Nov. 1, 2026. The measure was advanced to the next stage in the legislative process; no final enactment date was announced on the Senate floor.
