Sunbury staff to proceed with street design after missing OPWC cut; $1.3M program remains funded

The staff presentation explained that projects the commission selected scored 31 points or higher; Sunbury’s project scored 29 and was listed near the top of the not‑recommended group. Staff said the city will contact OPWC to ask whether additional projects are sometimes funded from a wait list and will pursue follow‑up, but that the city had budgeted $1.3 million for the street program this year and will proceed regardless.
“Our budget for the street program this year is $1,300,000. That $1.3 does include $300,000 for this OPWC grant,” the staff member said. Staff recommended moving forward with design of the entire program, preparing a base bid for the core $1,000,000 of work and offering a few streets as alternates to preserve flexibility during bidding.
Committee members asked for additional clarity about OPWC scoring and whether alternative projects might score better; staff said consultants who assisted with the application — Verdantes — would be asked for feedback on how to improve scoring for future applications and that staff could provide more detail about point criteria.
No committee vote was required; staff said it will continue design and return with bid documents and cost estimates.
