Council approves Chapter 380 incentive for Keller House Collective brewery and pizzeria on South Elm

Keller City Council approved a Chapter 380 economic development agreement on March 4 to support Keller House Collective, a family‑owned brewery and pizzeria proposed for 207 South Elm Street.

City staff said the project is a roughly 4,600‑square‑foot building that will include a brewery on the first floor and a pizzeria on the second. The applicant team described restaurant and brewing experience and presented an incentive request that had been negotiated from an initial larger ask to a five‑year package that includes reimbursement for certain mechanical and electrical (M&E) improvements, a capped cash grant for a gas line and meter, and a multi‑year percentage reimbursement of business personal property (BPP) and sales tax revenue generated by the project. The city reported caps of roughly $4,600 on BPP reimbursement and $84,000 on sales tax reimbursement, with an estimated permit fee reimbursement of about $1,738 and a $6,000 cap on the gas meter grant.

Staff said the agreement structure phases higher reimbursement in the first two years to help the business open and stabilize while Elm Street construction is under way. Staff estimated a full return on the city's investment by year four under the applicant's sales projections.

Councilmembers praised the project and staff negotiated terms; the measure passed unanimously.
