Staff said some city practices exceed the state minimums.
Staff noted the financial impact will be minimal and the exemption avoids substantial licensing costs and facility changes that would otherwise be required, such as dedicated daycare rooms with kitchen and restrooms. No members of the public spoke during the hearing.
