Parks board adopts five-year master plan to qualify for state and federal grants

The Westfield Parks and Recreation Board voted to adopt the City of Westfield five-year comprehensive parks and recreation master plan, passing Resolution 25-109.
Chris (Parks Director) told the board the plan is required for recognition by the Indiana Department of Natural Resources and to qualify for grant programs including Next Level Trails, the Next Level Conservation program and the federal Land and Water Conservation Fund. He described the document as a guiding, “living” plan rather than a fixed blueprint for future projects.
Board discussion noted the posted public notice version had been superseded by an updated document and that changes requested by board members were included in the version before the board. The resolution’s internal statutory citation was clarified during discussion; staff said the language was changed from the initially posted citation (36 I.C. 36-10-3-14) to 36-10-13 to better reflect material the master plan authorizes the department to publish.
A motion to approve Resolution 25-109 passed on roll call with Curtis Baumgartner and Julia Germer recorded as voting yes and the chair’s vote recorded as yes; the motion carried.
Ending: Staff said adoption allows the department to pursue state and federal grant opportunities; the board emphasized the plan is not final and additional public input and updates can occur as projects move toward implementation.
