On March 4, 2025, the Wolfeboro Planning Board approved an amended site plan for Granite State Adaptive at 5 Jennifer Circle (case 2025‑08), following the applicant’s redesign to reduce engineered stormwater ponds and alter drainage features.
Mario Focolaretto of Brown Engineering, speaking for the applicant, said the original site plan approved in November 2024 included several stormwater ponds located between a barn and an adjacent field that he said posed safety concerns for horses and handlers. The amended plan removes those ponds and replaces them with a combination of porous pavement sections (TrueGrid), an infiltration basin, a plunge pool, drip edges around structures and a grass‑lined swale. Focolaretto told the board the team reduced impervious area by about 5,400 square feet and reduced total disturbed area by roughly 64,000 square feet, which he said brings the project under the 100,000 square‑foot AOT threshold used by New Hampshire Alteration of Terrain reviewers.
Focolaretto also said the applicant had consulted the AOT reviewer and was told that if the disturbed area falls below 100,000 square feet, the state permit and its conditions “do not apply.” The applicant nonetheless kept best‑practice stormwater treatments in the design, plus underdrains, snow‑storage areas and updated lighting notes to comply with dark‑sky standards.
Board members and the third‑party reviewer raised a short list of technical items that were adopted as conditions. The planner and the board required revisions before plan signing, including responses to a tie‑and‑bond review dated 02/25/2025 (third‑party items such as swale details, flared end sections for outlets, spot grades around handicap parking and verification of contour intervals), verification of NHDES septic approval prior to building permit issuance, verification of full‑cut lighting shields, snow‑storage measures that preserve drainage function, protection of wetland buffers, and a requirement that active and substantial development begin within 24 months of approval to vest the project (RSA 674:39 cited for vesting definitions).
The board voted to approve the amended plan and listed the standard conditions — stamping and signing of final sheets by the responsible engineer or land surveyor, recording the notice of decision at the Carroll County Registry of Deeds, and submission of as‑built plans and other permits. The motion to approve was made and seconded; the board recorded the vote as “Aye.”
The applicant agreed to add the requested details and to submit a final plan revision incorporating reviewer comments before the planning‑board chair signs the final approved plans.
