Greendale board directs staff to draft ordinance creating Daffodil Park Planning Committee

The Village of Greendale Village Board voted to direct staff to draft an ordinance establishing a Daffodil Park Planning Committee to guide park planning, fundraising and a master-plan process for the area around the Children's Garden.
The board said the committee would focus on a site-level master plan, fundraising and community input while final approvals would still come back to the Village Board. Trustee discussion centered on coordination with existing Park and Recreation responsibilities, how fundraising accounts would be administered, the role of public works in maintaining new features and whether a trustee should be assigned to both the new committee and the Children's Garden committee.
Resident Jackie Kramer, 5729 Clover Lane, spoke during public comment in support of a broader, permanent committee and described a proposed “fairy village” of carved wood stumps salvaged from the DPW lot as a portable, removable feature. “We would like to thank Manager Hawes for all the hard work he's done in this project,” Kramer said, and urged the board to allow the garden volunteers to help both plan and execute elements of the surrounding park area.
Trustees asked staff to make clear how the proposed committee would differ from the Park and Recreation Committee and how it would coordinate with the Children's Garden. Trustees also pressed that any fundraising or restricted memorial funds be reviewed before money is reallocated; staff and trustees said such funding decisions would return to the board for approval.
A motion to approve the concept and direct staff to draft an ordinance carried on a roll call vote. Trustees and staff agreed the draft ordinance should specify the committee’s recommended role (planning and fundraising), that final approval of projects remain with the Village Board, and that bylaws or operating procedures be developed for both the Children's Garden and the new park committee.
The board also discussed trustee membership on volunteer committees and potential staff time required to support volunteer-led projects. Members said clearer bylaws and a formal ordinance should reduce ad-hoc projects and clarify maintenance responsibilities.
The board approved the concept and asked staff to return with a draft ordinance for final approval.
