Parks commission backs Liberty Lake Lions Club kiosk for arboretum, pending council acceptance

The Parks and Arts Commission voted March 3 to support a donation request from the Liberty Lake Lions Club to build a kiosk at the lower end of the city’s arboretum, contingent on a formal donation submission and City Council acceptance.
Bill Ash, representing the Liberty Lake Lions Club, presented a design and said the club would construct the kiosk and pay for materials. The kiosk would include a plexiglass display area, space for waterproof handouts, and QR codes linking to the club’s website and city park information. “We were looking at another design…that add some little flaps on the bottom so you could actually put in information for the city too as and us,” Ash said.
Commissioners discussed installation and ownership. City staff advised the commission that council must accept any donation to become city property and that the city will likely require a donation form and an agreement providing the Lions Club limited access for placing materials prior to final acceptance. The commission recommended that the Lions Club hold off on construction until staff submits the donation request to council; staff said the item could appear on a council agenda in the coming weeks.
The commission motioned to support the project pending a donation form submittal and council approval; the motion carried unanimously. Staff will work with the Lions Club to clarify materials, a dollar estimate for council acceptance, installation logistics, and whether city staff or the Lions Club will install the kiosk.
