The Idaho Senate Judiciary & Rules Committee on Tuesday voted to send two RS (research/sponsor) requests to print and to forward a gubernatorial reappointment to the full Senate.
State Senator Todd Lakey introduced RS 32555, described as a discussion‑stage proposal to create a framework for the Department of Defense to request that the governor transfer jurisdiction of certain civilian cases occurring on military installations to local county prosecutors under a memorandum of understanding. "My intention is not to run this bill further this year but just to get it printed and start a conversation," Lakey said. After brief committee discussion and a motion, the committee approved sending RS 32555 to print.
Lakey also presented RS 32568, a request to add a commemorative specialty license plate for the commissioning of the new submarine USS Idaho. The RS states the plate would be available for purchase and would be offered only through July 1, 2030. The committee voted to send RS 32568 to print so the proposal can be routed to the Transportation Committee for further consideration.
The committee also voted to forward the governor's reappointment of Janie Dressen to the Commission of Pardons and Parole to the Senate floor with a recommendation that she be confirmed. Senator Shippey moved the reappointment forward and the motion passed with the committee's assent.
All three actions were approved by voice vote. No roll‑call vote was recorded in the committee transcript.
