Witnesses and members urged clearer, standardized research-security requirements across agencies and steady funding for programs created by the CHIPS and Science Act and National Security Presidential Memorandum 33.
The hearing focused on three linked concerns: deliberate foreign acquisition of U.S. research and intellectual property, inconsistent or insufficient compliance and monitoring by universities and agencies, and recent personnel and funding disruptions at agencies such as the National Science Foundation. "China is not our friend," said John Sargent, recently retired from the Congressional Research Service, summarizing testimony that said adversaries are aggressively pursuing U.S. technology.
Why it matters: Committee members and witnesses said the U.S. research enterprise depends on openness to attract talent and foster collaboration, but that openness can be exploited. Several witnesses argued that current rules and interagency practices leave gaps that adversaries can exploit, and that destabilizing actions inside the U.S. government — including hiring freezes and probationary layoffs at agencies — weaken defenses against foreign exploitation.
Panel witnesses recommended three near-term steps. Jeffrey Stoff, founder and president of the Center for Research Security, recommended creating a central federal entity to harmonize research-security standards, manage post-award monitoring and share non-classified threat indicators with universities. Dr. Maria Zuber, professor of geophysics and presidential advisor for science and technology policy at MIT, urged preserving international collaboration in low-risk fields while tightening reviews for research with clear national-security implications and ensuring adequate funding for research-security offices.
Members pressed witnesses on specific policy levers. Several members cited the CHIPS and Science Act as already mandating a research-security function at agencies and specifically noted the National Science Foundation Secure Center, which witnesses said had lost staff in recent personnel actions. Witnesses and members pointed to National Security Presidential Memorandum 33 as a framework that aims to standardize foreign-collaboration disclosures but said guidance remains too vague for uniform implementation.
The hearing also covered recent administrative disruptions. Ranking Member Sykes and Rep. Zoe Lofgren (as identified by the transcript) and other Democrats warned that probationary firings and hiring freezes at NSF and other agencies have reduced capacity to manage grants and perform compliance reviews. Dr. Zuber said the Secure Center lost five of nine probationary employees in recent actions and that such cuts jeopardize the agency’s ability to run the security-related programs the CHIPS and Science Act intended to fund.
Lawmakers and witnesses weighed broader remedies and limits. John Sargent and Mr. Stoff urged stricter vetting and, for high-risk fields, presuming collaboration with certain foreign entities is not in the U.S. interest unless justified. Zuber cautioned that cutting ties wholesale with researchers from China could also hobble U.S. competitiveness in fields where collaboration is low risk (for example, some climate and health research) and reiterated that bolstering U.S. research capacity and stable funding are essential complements to security measures.
Several members raised operational concerns beyond disclosure and vetting: the need for more robust interagency information sharing about patterns of concerning behavior, transparency on post-award monitoring, and improved guidance to universities on what constitutes a reportable research-security incident. Witnesses described inconsistent agency practices, where different federal funders apply different standards and agencies lack a reliable, centralized way to monitor and enforce compliance.
The hearing did not produce legislative votes or formal committee actions. Members said they plan follow-up oversight and questions about agency staffing, implementation of CHIPS and Science Act research-security provisions, and the adequacy of National Security Presidential Memorandum 33 guidance. Committee members also entered news reports and other materials into the record during questioning.
Taper: Lawmakers left with common ground on the need for stronger standards and better coordination, even as they differed on whether the solution is broader restrictions on certain collaborations or more funding and clearer implementation of existing frameworks. No new rules or formal decisions were adopted at the hearing; members and witnesses urged further bipartisan work and clarified that next steps will include additional oversight and potential legislative refinements.
