Sugar Land staff outline shelter design schedule, operations improvements after public call for surgical suite

On March 3, 2025, the Sugar Land Animal Advisory Board heard public comment urging the city to add an in-house surgical center to the new animal shelter and received detailed operations and medical updates from shelter staff.

Resident Lynn Harper spoke during public comment and urged city leaders to include a surgical suite in the new building. "The city will spend $20,000,000 on a new shelter, and a surgery center would likely not exceed 2% of that budget," Harper said, adding that an on-site surgery capability could reduce outsourcing costs, improve pain management and enable low-cost spay/neuter services for residents.

The call for a surgical suite came as staff presented an update on the shelter project schedule and on current operations. Rob Valenzuela, the meeting presenter, introduced Lane Wolf from the engineering department and said the city has received an architectural proposal. Lane Wolf, senior manager for vertical construction, told the board, "We have received the architectural proposal for design services.
