Charter Paine presented two drafts: Policy 1110 (District Directory) and Policy 1140 (Distribution and Posting of Non‑School Materials). Paine told the board the administration recommends removing language that would require publishing a single master list of all employee email addresses. "We are taking that language out," Paine said, adding that the district does not currently post a copy-paste list of all staff emails on the website.
Under the proposed change, the district would maintain an online staff directory where individual staff pages include an email link rather than a readily copyable master list. Paine said the change is aimed at reducing the risk of wide-target phishing or spam campaigns that can result when a single address list is public.
Policy 1140 would clarify how outside organizations may distribute materials on school campuses or through district channels. The revision calls for posted materials to be youth- or education-related and not solely commercial in purpose; it also formalizes the district's process for reviewing and approving outside flyers and for making approved materials available in office lobbies or the district newsletter rather than stuffing student backpacks.
Charter Paine told the board the policy manual contains duplicate entries in some sections and recommended deleting a redundant copy of the directory policy. The board asked the policy review committee to complete a final check and asked staff to submit Policy 1140 for legal review because it engages free-speech and limited-open-forum considerations.
Board member Spector moved to place the revised Policy 1110 on the consent agenda for the next meeting; the motion carried on a roll-call vote. The board did not adopt either policy at first reading; both will return for additional review.
