County committees report lower landfill revenue, bridge paperwork delay and IMRF early-retirement review
Summary

Multiple DeWitt County committees reported routine updates and next steps during the board meeting.
Land use: County board member Carter said the land use committee is working to update the comprehensive plan. The committee also received its annual landfill report showing about $925,000 in revenue for the year, roughly 10% less than the prior year. "Revenue is down for the plan," Carter said; the landfill report the committee receives lists primarily tonnage figures rather than itemized waste types.
Property: County board member Ferguson said the property committee prepared a bid packet for landscaping work at the courthouse and jail. The packets were posted on the county website and advertised in the Decatur paper; bids are scheduled to be opened at the March property meeting. Ferguson said the generator at the facility was hooked up recently and that tuck-pointing work is staged for spring.
Road and Bridge: County board member Prestigard said the committee is waiting for a response from the developer on a revised road-use agreement for the proposed Triple Black Diamond solar farm. He also said the Washington Street bridge project paperwork was expected back signed and the county planned to advertise the job in the Illinois Contractors Bulletin; that advertisement did not appear by the day of the board meeting, which Prestigard attributed to staff illness. Prestigard brought a formal procurement motion for 500 tons of CA-6 rock, which the full board later approved (see "Votes at a glance").
Finance: Prestigard reported that Markwell briefed the finance committee on the Illinois Municipal Retirement Fund early-retirement incentive program. The committee estimated nine county employees may be eligible; eligibility was described as age 50 with 20 years of county service. The committee decided to revisit the numbers this summer to gauge whether the incentive would provide net cost savings.
Compliance & IT: County board member Ryan said the new compliance and IT committee will meet at 4 p.m. on the same day as public safety; the committee plans to have Carrie Loveless from HART brief members on network infrastructure and security vulnerabilities at its next meeting on March 13.
A county board member also requested an update from representatives of a previously discussed wind farm on sound studies and ADLS lighting; the zoning administrator was asked to reach out to the developer for updated studies and to invite them back to present findings.
None of the committee updates resulted in a direct board vote at this meeting beyond the listed routine approvals.
