McAllen ISD outlines $3.1 million in stadium projects and eyes repurposing site for performing-arts center

District facilities staff told trustees that Veterans Memorial Stadium’s field and track have reached the end of their useful lives and that the district needs to replace the turf and resurface the track to address safety concerns.

Cost and scope: Facilities staff proposed a working budget of approximately $2.5 million to replace the turf at Veterans Memorial Stadium and reinforce the track. The proposal includes installing a post-tensioned concrete slab under the straightaways to withstand heavy loads (floats and vehicles used during parades) and extend life expectancy; staff said turf life is typically about 10 years and the stadium turf exhausted its warranty. Additional capital requests include $475,000 to add bleachers and a press box for Mac High top field and $200,000 for a press box at Memorial High School, putting the aggregate near $3.1 million for these items.

Trustee discussion: Several trustees urged balance between athletics and fine-arts capital spending. Trustee Regalado and Trustee Delagarza noted prior district spending patterns that have favored athletic capital projects and urged repurposing or redirecting funds toward fine-arts classrooms and facilities (for example, a previously proposed $12 million fine-arts complex that had been removed from the capital plan). Staff said the stadium work is urgent for safety reasons and that visiting teams had already expressed concern about the track and turf condition.

Potential revenue and timing: Staff said the project timeline from design to construction could take several months: 45–60 days for construction documents, a solicitation period, and construction timelines; the Mac High bleachers/press box could be roughly a 90-day project once bid. Facilities staff said the district is exploring sponsorships and vendor partnerships and would approach the city about shared-use arrangements and potential support because the stadium is used for city events. Staff also said a facilities assessment identified a possible site for a performing-arts center behind Central Office (former transportation building) that could reuse existing parking and provide conference rooms and training space.
