Council authorizes first guaranteed maximum price for convention-center expansion phase 1

Raleigh City Council on March 11 authorized the city manager to execute a construction services amendment with the CMAR joint venture (Clancy & Theys/Skanska D.A. Everett joint venture) for the Convention Center Expansion Phase 1, approving a guaranteed maximum price (GMP No. 1) of $3,125,741 and authorizing related fund transfers.
Carrie Painter, Raleigh Convention and Performing Arts Complex, reviewed project milestones and design advances, noted completed design review and special-use permitting for the amphitheater component, and showed design visualizations. Painter said the overall project remains under value engineering and that the GMP authorizes initial construction beyond design documents.
Council discussion touched on the related Connector Lane design being reviewed with NCDOT, the permitting schedule, and outreach and communications related to the temporary closing of South Street. Mayor Pro Tem Fort and other councilors noted the joint venture includes a minority-owned partner; one councilor said she opposed the South Street closure and would vote no on the authorization for that reason. Councilor Lambert Melton made the motion to authorize the recommended action; the motion passed with the majority in favor and at least one recorded opposition.
