City planning staff and the applicant presented the proposal as residential development that would include significant open space and infrastructure improvements. Pat Young of Planning and Development summarized that the site is outside the ETJ, adjacent to existing satellite city limits at the Rivertown property, and not immediately served by city water and sewer. “Extension of those services would be responsibility of the developer,” Young said.
