Middleborough trustees authorize OPM contract for library HVAC, up to $70,000

On Monday, March 3, the Board of Library Trustees in the Town of Middleborough voted to authorize the board chair to sign a contract with the selected owner's project manager (OPM) for the library's planned HVAC replacement, not to exceed $70,000. The board was told the funds would come from an account associated with the Pierce Trust.
The authorization follows interviews of three firms — Pomeroy Associates, RGB Architects and Skanska — and a scoring process the board reviewed. The library director said the OPM is needed because the contractor-level estimates and specifications must be vetted before the trustees or the town decide whether to seek the larger construction appropriation at a future town meeting.
"What we really want to do is get that OPM in, get them looking at what we have done for specifications, figure out if the cost estimates we're being given are correct," the Library Director said during the discussion. The director told the trustees the OPM step will help determine whether the $300,000 request planned for town meeting is sufficient or should be delayed to a later town meeting.
The director told trustees the contract negotiation is being handled by the town manager and that the contract would be signed by the board chair once negotiations are complete. The board's motion authorized the chair to sign the final contract after town negotiations are finished; the motion passed.
The trustees were also given procurement detail: the board reviewed an interview-team scoring sheet and interview questions that were included in the meeting packet. The director noted that Skanska is already working on a town project (Middleborough Gas and Electric building) and described Pomeroy as having completed multiple municipal projects in nearby towns.
Next steps: the town manager's office and the selected firm are to finish contract negotiations; the chair will sign the contract once negotiations are complete and funds have been confirmed. Trustees were told the work of the OPM will inform whether the board moves forward with the larger construction request at the next appropriate town meeting.
