Planning board extends Rose Ridge deadline, continues multiple hearings and approves Holton Way layout

The Middleborough Planning Board on Feb. 18 took a series of procedural votes: continuing several hearings to March 4, approving a street layout for Holton Way for inclusion on the town meeting warrant, voting to pay presented bills and approving minutes of Feb. 4. Later in the meeting the board voted to extend the deadline for the Rose Ridge Open Space and Resource Protection Development to April 30.
Board members first approved continuances for three agenda items to the March 4 meeting: 24-2-SP Rose Ridge Open Space and Resource Protection Development (continued to March 4 at 6:45 p.m.), 25-1-SP Lot 1 Timber Drive Campus (continued to March 4 at 6:45 p.m.) and the Pilgrim Junction residential amendment associated with a Taco Bell/Desert Dioro Foods application (continued to March 4 at 6:50 p.m.). Each motion carried unanimously on voice votes as recorded in the meeting.
On a separate item the board voted to recommend layout approval for Holton Way; the board noted it previously issued a certificate of completion and approved as-built plans and that the current vote forwards the layout plan and report to the Select Board and onto the Town Meeting warrant for acceptance as a public way. The motion to approve the Holton Way layout passed unanimously.
Other routine business included a motion to pay the presented bills and a motion to approve the Feb. 4 minutes; both motions passed unanimously. Near the end of the meeting the board reopened the Rose Ridge matter and voted to extend the project deadline to April 30; that extension also passed unanimously.
Board members discussed several informational items during the meeting: a staff update on a change to the town’s natural gas moratorium (staff said an exception allows certain food and business ties), a brief mention of the KP Law update on “Chapter 2 38 Act of 2024,” an update that South Coast Rail service is anticipated to begin March 24, and a notice about the master plan transportation and infrastructure workshop scheduled for Thursday, March 27 from 5 to 7 p.m. at the COA. Staff said the master-plan survey will be released before the workshop; past town surveys typically drew about 200 responses, the board noted.
