Chester County Council approved a multi-year contract for Samsara fleet telematics and AI dash cameras, a system county staff said will provide real-time vehicle diagnostics, driver-behavior monitoring, fuel-usage insights and predictive maintenance.
County staff said the annual subscription cost the council approved is $21,788.35 (the packet showed a base contract amount of $20,174.40 plus sales tax), not the $23,403 initially cited in the staff presentation. Staff said council will sign a three-year agreement to receive the discounted subscription rate. Council also approved a prorated charge of $5,603 for the remainder of the current budget year and an installation estimate of roughly $7,300. The county intends to install GPS and telematics equipment on roughly 66 county vehicles; eight cameras are planned for ambulances only. The subscription excludes the sheriff’s office fleet and elected officials’ vehicles unless those officials opt in.
County staff said the technology could reduce insurance and maintenance costs over time by improving driver safety and enabling predictive maintenance. Several council members asked whether county maintenance staff could install the equipment to reduce the contractor installation fee; staff said the county could pursue in-house installation but had not confirmed the resource allocation and warranty considerations.
Supporters said the system is intended to improve safety and manage operating costs; staff said the pilot will include two-way cameras on EMS vehicles. Council approved the contract by voice vote. The meeting record does not include a roll-call tally.
