Council approves consent agenda, lighting ordinance text amendments and property deeds; authorizes traffic study and EMS technical-assistance agreement

At the March 4 meeting, the Concord Township Council approved a slate of routine and regulatory actions by voice vote, recorded as “Aye” during roll calls. Several items were noted as housekeeping or follow-up rather than new policy.

Major actions (voice votes recorded as “Aye”)

- Consent agenda: Council approved the consent agenda that included payment of bills and payroll. Treasurer’s figures presented at the meeting listed total expenditures of $841,765.01, February payroll of $234,621.22, current bills of $424,830.97 and a sewer bill totaling $182,312.82. The consent agenda also included acceptance of minutes from the Feb. 4 public meeting.

- Certificate and releases: The council approved Certificate of Payment No. 4 for Smithbridge Park in the amount of $32,247.04 (partial payment). The meeting record lists three financial releases: $24,585.40 (final release for the sewer portion of the Doctor Cherian project on Baltimore Pike), $145,760.95 (final release for the township portion of the Doctor Cherian building project) and a partial payment of $109,649 for Orchard Knoll; the Orchard Knoll remaining balance was announced as $3,883,806.55.

- Bids and recommendation: Council received 14 bids for the Newland Way Basin Restoration (an ARPA-funded project). The low bid announced at the meeting was reported as $57,432.10 and the engineer recommended awarding the work to JNS Paving and Excavating.

- Conditional use filing: Council accepted for filing a conditional-use application for an amendment from Concord Acquisitions for the Shops at Ridge Road (corner of Ridge Road and Route 202). Council President noted he would recuse from item f because he is an adjoining property owner in another township; the recusal was recorded.

- PennDOT truck restriction study: Council authorized township staff to request an extension of the truck restriction on Thornton Road (between Baltimore Pike and Glen Mills Road) to cover the stretch of South Thornton Road between Concord and Baltimore Pike. Council noted enforcement would be by state police if signs are posted.

- DCED technical assistance: Council approved a peer-to-peer technical assistance agreement with the Pennsylvania Department of Community and Economic Development (DCED) to support a Concordville EMS feasibility study.

- Zoning and subdivision lighting text amendments: Council approved Ordinance No. 409 (subdivision and land development lighting regulation amendments) and Ordinance No. 410 (zoning chapter 210 lighting text amendments). The ordinances update standards for LED lighting, glare, lumen levels and establish review requirements (special exception or conditional use) for athletic-field lighting.

- Deeds of dedication: Council passed Resolution No. 20 of 2025, a deed of dedication for sewer infrastructure from Garner Valley School District, and Resolution No. 21 of 2025, a deed of dedication for sewer infrastructure for Valley Pointe Church; both were described as housekeeping items to record existing infrastructure already in the ground.
