Commission approves North Energy Center land-use change and final plat for residential subdivision

The Dickinson City Commission approved a package of land-use actions to allow rural residential development in a portion of the North Energy Center area in the city’s ETZ.
City Planner Natalie Burcheck presented three linked items: a future land use map amendment (FLM 002-2020) changing Block 1 of the proposed subdivision from industrial to residential, a rezoning request (ordinance 18-16) to change the same block from industrial to rural residential, and the final minor plat (FLP 008-2020) to subdivide the property for sale and development.
Burcheck said the items were previously considered by the Planning and Zoning Commission in September 2020 and were brought forward to "clean up" that earlier record. The property sits in the east half of the east half of the Southwest quarter of Section 16, Township 140 North, Range 96 West in Stark County and is in the city’s extraterritorial jurisdiction.
Each item received a staff recommendation for approval and was taken to a final vote at this meeting. The motions were approved in roll-call votes: the ordinance and rezoning passed on second reading and final passage (Commissioner Riddle moved; Commissioner Frederick seconded), and the final plat was approved by resolution (motion by Commissioner Riddle; seconded by Commissioner Bair). Each vote recorded four ayes (Commissioner Riddle — aye; Commissioner Frederick — aye; Commissioner Bair — aye; Chair Scott Decker — aye). Commissioner Oderman was absent.
City staff said the subdivision's purpose is to divide land to the south for sale and rural residential use and recommended approval subject to the conditions listed in the staff report. No substantive changes were offered during the commission meeting.
