Lenexa council approves $325,000 CIP increase for Old Town Activity Center after mold, structural surprises

Mike Nolan, assistant city manager, told the council the project team had opened walls in the 45‑year‑old building and found several unexpected conditions that must be corrected before turnover. "A big thing that we had to do, obviously, was to remediate mold all around the gym," Nolan said. He also cited soil and site conditions that affect planned outdoor amenities, including pickleball courts, and structural items uncovered during demolition.
Nolan said staff had used project contingency funds where available and reallocated some savings from furniture, fixtures and equipment, but the team exhausted those reserves and is requesting an additional $325,000 to close out the project and reach substantial completion. "We're here to ask the city council to amend the '25 through '29 C.I.P. to increase the budget for Low Tech in the amount of $325,000," Nolan said.
Councilmembers asked about contingency planning and whether the project team had anticipated these issues. Nolan replied that the team had added and used contingency during the project and that the newly discovered absence of a vapor barrier and insulation in a mechanical room was an example of a condition they could not have foreseen. He stated the project team expects to reach substantial completion around March 25.
After discussion, the council adopted the resolution by motion. Motion to adopt the resolution amending the FY2025–2029 CIP to increase the budget for the Old Town Activity Center was made by Craig, seconded by Courtney, and approved by voice vote.
No detailed breakdown beyond the $325,000 increase was presented at the meeting; staff referred the council to the packet memo for the complete list of unforeseen items and costs.
