On procurement, staff outlined proposed "continuing services" contracts for engineering, architecture, minor construction and building trades. "My philosophy is if the AC breaks, I wanna call an AC contractor, not do an RFP for them to come in and fix it," the staff member said (Speaker 3), explaining that continuing services contracts are intended to expedite responses for trades like electricians, plumbers and HVAC technicians while complying with procurement rules.
Commissioners asked about safety and hardened spaces at City Hall after staff described plans for an Emergency Operations Center (EOC). Staff said the EOC is envisioned as a consolidated operations center — not a simple "safe room" — and that City Hall currently has plexiglass at the front desk and unlocked floors with some departmental exits. Staff said fortifying the first floor or adding hardened glazing would be a budgetary decision for a future year.
Status and next steps: staff said continuing services contracts are on the meeting agenda for consideration and that any security upgrades would be evaluated against budget constraints and brought forward as budget requests.
