"The proposed ordinance reflects the amount adopted in December in the calendar year 2025 budget plus 25% for each line item, to account for historic fluctuations," Colley said. He added that department contingency amounts are set at 5% for the general fund and 10% for other funds.
The ordinance presented to trustees sets a total appropriation — covering the village and the library — of $88,001,635. Colley said the additional percentages are intended to give the village legal authority to respond to unforeseen events such as severe weather or fire, and that the library appropriations were set by the library board in line with state statute requirements.
No members of the public spoke during the hearing. A motion to adjourn the public hearing was made and seconded, and trustees voted to close the hearing.
The hearing was a first step toward the ordinance—s formal adoption; trustees noted Illinois law requires a legal spending limit be adopted by the end of the month. The ordinance will return for a required second reading before final adoption.
