The Friendswood City Council voted 7–0 on March 3 to disannex about 130 acres of unimproved property along FM 528 at the city’s eastern limits and to enter an interlocal agreement with League City for annexation of the tract.
City staff told council the land lies east of Autumn Creek and includes portions of the FM 528 right-of-way extending about 0.67 miles. The property owner had approached Friendswood and also engaged with League City; League City agreed to annex the parcel in exchange for ending an earlier Avalon tax-sharing arrangement. City staff said the transfer will discontinue the ad valorem tax split under the Avalon agreement and that Friendswood’s payment for the current year is approximately $30,000; the remaining payments under the prior agreement would be foregone.
City staff emphasized that the property is privately owned, largely undeveloped and that retaining it would require extension of utilities at city expense. Councilmembers asked staff to confirm ownership and development status before the vote; city staff confirmed the parcel is privately held and not currently served by city utilities. Council approved both the disannexation ordinance and the interlocal agreement.
The ordinance was introduced and approved on first reading the same night.
