Representative Gilchrist and Minority Leader Puglisi described experiences as parents of children with rare genetic disorders and urged recognition of caregiving burdens, difficulty getting diagnoses and the mental-health impacts on families. Representative Johnson spoke about living with a rare condition herself and emphasized the need for community and mental-health supports.
The House opened the machine for recorded voting after debate. The clerk reported the tally as 57 yes, 0 no, 8 excused; the Speaker declared the resolution adopted. Members applauded guests on the floor after the vote.
