House approves journal, lays over calendar; visitors highlight SCN2A awareness

DENVER — The Colorado House of Representatives approved the journal for Friday, Feb. 21, 2025, laid over the balance of the calendar until Tuesday, Feb. 25, 2025, and recessed later in the day, leaders said Monday during a short floor session in the House chamber.

Members also welcomed families and guests on the floor who were visiting to raise awareness of SCN2A, a rare sodium-channel genetic disorder that can cause infantile-onset epilepsy and intellectual disability.

The session opened with roll call and the Pledge of Allegiance. A member, identifying themselves as reading from the script, moved that “the journal of Friday, 02/21/2025, be approved as corrected by the chief clerk.” The motion was adopted by voice vote; the presiding officer said, “The ayes really do have it today,” and declared the motion adopted.

Later in the session, a lawmaker moved to “lay over the balance of the calendar till Tuesday, 02/25/2025.” With no objection, the presiding officer announced the calendar would be laid over until the following day. Shortly afterward a motion to recess was made and the House stood in recess until later the same day.

Visitors from an SCN2A awareness group were introduced on the floor. A representative described SCN2A as “a sodium channel gene that is critical for normal, neuro natal function of the brain. When there's a change in this gene, it leads to a spectrum of diseases ranging from infantile onset epilepsy to profound autism and intellectual disability.” Members asked colleagues to welcome the families and distributed informational flyers and bracelets, the speaker said.

Members also made housekeeping announcements about committee schedules. The Agriculture, Water and Natural Resources Committee was set to meet at 1:30 p.m. to hear “Senate Bill 38 and House Bill 11 63,” and other committees including Civic, Military and Veterans Affairs and House Finance announced hearings and bill lists for afternoon sessions; the transcript lists the bill identifiers as spoken and did not include bill text or sponsors on the floor.

No floor debate on bills or formal votes on legislation occurred during the portion of the session recorded in the transcript; the actions taken were procedural motions to approve the journal, lay over the calendar and recess the House. The calendar layover postpones consideration of items already scheduled on the calendar until the date announced by the House.

The session also included several informal remarks and invitations — including references to events at History Colorado and a Black History Month food event — that were announced from the floor but did not result in formal action.
