Boerne ISD adopts TAPR; district presents midyear diagnostic results and early literacy goals

Trustees on Feb. 24 opened and closed a public hearing and approved Boerne ISD’s Texas Academic Performance Report (TAPR) for the 2023–24 school year, then heard a midyear academic progress report from the district’s instructional staff.
Larissa Flores, the district’s assessment and accountability leader, presented the TAPR material required under Texas Education Code and summarized campus- and district-level STAAR and demographic data for the 2023–24 reporting year. The TAPR report noted 10,910 recorded students for 2023–24, demographic percentages by subgroup, graduation and CCMR metrics, and linked district financial and campus improvement information. The district will post the TAPR on its website and make paper copies available at the district office and campuses.
The board then heard midyear diagnostic and universal screener results for reading and math. Flores said the district uses DIBELS/CIRCLE for pre‑K, mCLASS by Amplify for K–2 reading and NWEA MAP for K–5 math. She reported the district’s midyear percent of K–2 students at or above benchmark stood at about 73.3 percent for both reading and math; the district’s local goal is to raise early childhood proficiency from 79% to 80% by May 2025.
Flores and trustees discussed factors that affect midyear numbers, including that the middle-of-year math screener assesses all standards (some standards may not yet have been taught) and that new enrollments can depress health-and-wellness indicators in pre‑K. Trustees noted gains in Istation tier distribution (a higher share in Tier 1 and lower in Tier 2/3), and Flores said instructional coaches and district calibration work have supported progress.
After the presentation, a trustee moved and the board approved the TAPR and the required public hearing record. Trustees asked administration to continue work on instructional calibration, to monitor bilingual/ELL results carefully, and to post TAPR materials and related goal documentation as required by statute.
