Airport gets $42,000 lighting rebate; council hears FAA concerns about disc-golf on airport property

Airport Manager Daryl Schultz told the council that Avista will cover the full cost of replacing interior and exterior airport lighting under a rebate program, a package Schultz said calculated to $42,000 with no money out of pocket for the city.
Schultz also updated the council on preliminary discussions with the Federal Aviation Administration about a proposed disc-golf trail near airport property. Schultz said the trail area is presently declared federally obligated aeronautical property because of historic land-transfer conditions; that designation limits recreational uses without FAA action. Schultz said he spoke with the FAA representative, who outlined the approvals and documentation required for converting or using the area for non-aeronautical recreation. Schultz also said the FAA representative was retiring on Feb. 28 and that the next FAA reviewer might have different expectations.
A member of the public who said he had walked the proposed site gave the council a map and noted an area he called about 73.4 acres on Google Earth; he asked that staff and council consider using a portion of that area for a course and to prepare a written start-up and maintenance plan. The council and staff agreed to meet with local volunteers to gather specifics.
The use of airport-adjacent trails for disc golf will require further work with the FAA; Schultz described one administrative path to request non-aeronautical reclassification of the trails area but warned approvals could vary with the next FAA reviewer.
On the consent agenda, the council approved the DuPont Municipal Airport use agreement with M and L Racing Club and an airport surplus-equipment disposal item; those consent items passed with routine motion and voice vote.
