Taos County awards contract to update county hazard mitigation plan; DHS funds used

Taos County commissioners approved the recommended award of RFP 2025‑01 for a county hazard mitigation plan update, a project county staff said is required after the five‑year review point and will incorporate lessons learned from recent wildfires and severe weather.
Elsa Vigil, who presented the procurement recommendation to the commission, said purchasing received six responses and staff recommended the award to Choler (as read in the packet) subject to contract negotiations. "Based on the review conducted for this RFP, staff recommends for an award for RFP 2025‑01 for hazard mitigation plan update for Taos County to Choler ... subject to negotiations of a mutual variable contract," Vigil said.
Vigil told the commission the update is funded in part through the Department of Homeland Security and will include the county, the village of Taos Ski Valley, the village of Questa, Red River and the town of Taos. She said the plan will incorporate changes learned from the Hermits Peak fire, recent winter squalls and other disasters and estimated a 12‑ to 18‑month timeline for completion, with an initial committee and stakeholder meetings planned immediately.
Commissioners asked about timeline and stakeholder outreach; Vigil said staff already began meeting with partners, including federal land managers, and will convene a committee as part of the contract work.
A motion to approve the award passed on a voice vote recorded as unanimous.
