Committee approves $26,600 stormwater modeling contract to support MS4 permit

The Public Works and Highway Committee unanimously awarded a professional services agreement to Grama for stormwater and pond modeling in an amount not to exceed $26,600 as the village prepares for a new MS4 permit period.
Matt, public works staff, told the committee the modeling was not included in earlier scope work and is necessary to provide an updated baseline for total phosphorus and total suspended solids for the village’s stormwater ponds. “The model will help us establish a baseline of where we’re at, and then we can identify projects that will make improvements on that baseline,” Matt said.
The packet described use of a modeling tool identified in the write‑up as “WinSLAMM” (the meeting packet spelled it phonetically as “wind slam”). Staff said the village will own the study results and report but not the commercial software itself. The modeling effort covers about 90 ponds in the watershed, of which staff said the village owns roughly 33.
Matt said the modeling work is needed to complete the village’s MS4 permit application, which begins in the middle of this year; the resulting baseline will be used across the five‑year permit period to identify projects that reduce pollutant loads.
Committee members asked if the modeling must be repeated annually; Matt said the new permit will set monitoring and reporting requirements for the upcoming five‑year permit period. The committee voted unanimously to approve the Grama contract.
