Board authorizes sublease and management agreement to transfer upper floors of fire headquarters to Carmel Fire Department

The Board of Public Works and Safety voted March 5 to authorize a second sublease and management agreement between the City of Carmel and Clay Township that transfers management of the third and fourth floors of the fire department headquarters building to the Carmel Fire Department.
Sergei Gertrzuk of the Office of Corporation Counsel summarized the background: the City and Clay Township executed the original agreement in February 2019 as the headquarters were constructed; the building reached substantial completion in 2022 and a 2023 amendment permitted the third and fourth floors to be used as an event space. MTS Collective Incorporated is the current tenant in that event space; counsel said MTS Collective’s tenancy will end Sept. 25, 2025. The resolution presented on March 5 authorizes the City to execute a second sublease and management agreement to transfer control of that space to the Fire Department.
Why it matters: The transfer would give the Carmel Fire Department full control of additional space for training, meetings and operational coordination. Chief Joel Thacker told the Board the department needs more space for trainings and joint exercises with other agencies.
