Scott Damron, acting city attorney, said the change “reduces the amount of penalties that are charged, for late payment of the refuse fee. Currently, the amount is 5% per quarter. This reduces it to 2%.” He described the change as intended to align refuse penalties with the municipal service fee and to encourage payment, noting that a 5% quarterly penalty “adds up to approximately 21.5% for the first year.”
A councilmember asked how much the city collected in late fees last year; Damron replied he did not have that amount and the transcript shows staff agreed to try to provide that information before the final vote.
