Commission asks GRU for explanation after customers report large, unexpected solid-waste and stormwater charges

Several commissioners and members of the public raised concerns on Feb. 20 about unexpectedly large solid-waste and stormwater charges appearing on utility bills after recent billing cycles.
Public Works and billing staff said the city contracts with Gainesville Regional Utilities (GRU) to process stormwater and solid-waste charges, and that a GRU “dynamic scheduler” update triggered prorations and bill adjustments for a large number of accounts. Staff said GRU is reviewing roughly 20,000 accounts, that some account adjustments are correct (reflecting prior underbilling) and some are erroneous; GRU has committed to issuing credits where mistakes were made.
Commissioners said the issue has created significant public concern. Commissioner Willets asked the mayor to send a formal letter to the GRU Authority requesting a public explanation and prompt correction; commissioners approved that direction. Staff said they are in frequent contact with GRU and are monitoring credit issuance and account corrections, and that customers whose prior balances were lawful will not be entitled to retroactive waivers under city policy.
Public commenters asked the city to investigate double billing by some property managers and mobile-home parks that pass utilities and trash charges through to tenants. Staff said the city would pursue those complaints through code-enforcement channels, as landlord/tenant and third-party billing practices fall outside GRU’s direct billing responsibilities.
Separately, the Commission completed second-reading approval of a solid-waste fee increase to take effect April 1; staff and commissioners noted the timing made it especially important to clarify any billing errors before the new fee takes effect.
