Council backs Cypress Boardwalk Phase 2 grant application; staff says full rebuild would cost about $7 million

The Jackson City Council on March 25, 2025, approved a resolution supporting an application for Outdoor Legacy Recreation Program funds to complete Phase 2 of the Cypress Boardwalk project. The requested amount is $225,775 and would require a 50% local match.
Tony (staff member) told the council the work will be phased. “This is going to be phase work. This is the second phase,” he said, adding that the first phase — funded in part by an RTP grant — covered the loop to the lake. He said the older wood sections would be replaced in phases and that a full single-phase rebuild of the entire boardwalk would have cost “about $7,000,000.”
Tony also reported visitor metrics for the site, saying about 17,000 people visited last year and that the city uses a commercial mobility data product, Placer.ai, to analyze visitor origins and spending patterns. Council members asked about timing and future grant opportunities; staff noted that some grant programs have sequential rules and that the RTP (Recreational Trails Program) award used earlier carried an 80/20 match, whereas the Outdoor Legacy item under consideration is a 50/50 match.
Council members expressed broad support for restoring and phasing repairs to keep the boardwalk safe and usable while spreading costs over time. The measure passed by a voice vote of 7 to 0.
