Pensacola advisory board workshop focuses on stormwater, parking rules and tree policy in LDC rewrite

Pensacola’s Environmental Advisory Board met in a workshop to review the Phase 2 public-engagement materials for the city’s Land Development Code (LDC) update, discussing stormwater treatment standards, parking requirements for multifamily buildings, active-transportation and complete-streets guidance, and tree and landscaping rules.

Board members and staff emphasized why the LDC matters: it governs how land may be used and developed across Pensacola, and the matrix provided by consultant Inspire and city staff will form the basis for public comment and the spring series of community workshops. Participants were encouraged to submit comments through the project website and attend workshops so ideas from the session would be captured in the public record.

Discussion points centered on four policy areas: stormwater and nutrient management, off-street parking and parking-study options for multifamily housing, integration of active-transportation and form-based standards, and tree/landscaping rules and the tree-planting trust fund. Several speakers warned that legacy exemptions and ‘‘grandfathering’’ of older paved sites can reduce the city’s ability to require modern stormwater treatment when redevelopment later occurs.
