Board to consider custodial contract renewal and capital-outlay application amendments on March 18 consent agenda

District procurement and facilities staff on March 4 briefed the board on three business items that will appear on the March 18 consent agenda: the third one-year renewal option for custodial services (RFP 191900312) and two resolutions to amend Georgia Department of Education capital outlay applications for roofing work at Moses Middle School and Baggett and Poole elementary schools.
Cole Crowder, procurement, said custodial services originally were awarded to HES Facilities for a contract that began in September 2019 and was amended July 1, 2022 to allow up to five additional one-year renewals; staff recommended exercising the third renewal option pending continued satisfactory performance and noted questions can be submitted before the March 18 agenda. Board members asked staff to provide a recent survey and scorecard of contracted custodial performance (the procurement presenter said school-support executive director Harry Plunkett conducts regular principal surveys and will provide the most recent report to the board).
Doug Carey, executive director of facilities, recommended two resolutions to align Georgia Department of Education capital outlay paperwork with the actual scope of work performed by architects and contractors: in both the Moses Middle and the Baggett/Poole projects, staff said roofing specialists determined full replacement of standing-seam metal roofing was not required and that restoration of the standing-seam roofing, combined with full replacement of flat roof areas, delivered comparable life-cycle results and cost savings. The resolutions would amend the district’s capital outlay applications to reflect that only flat roof portions were fully replaced and other areas were restored.
No votes were taken March 4; the three items were scheduled for the March 18 consent agenda. Board members asked for the custodial contract performance report before acting on the contract renewal.
