Planning Commission approves final plat for Parkview Estates Section 10 Phase 1

The Stillwater Planning Commission voted 5-0 Tuesday to approve the final plat for Parkview Estates Section 10, Phase 1, covering 12 residential lots.

The plat covers a portion of the previously approved 37-lot preliminary plat for Parkview Estates Section 10. "This is a final plat for Parkview Estates Section 10, Phase 1," said Josh Brown, project manager for Development Services, who presented maps and background to the commission. Brown told the commission staff has determined the Phase 1 improvements to be "substantially complete."

The commission heard brief questions from members about drainage concerns raised by neighbors when the preliminary plat was first considered. Brown said a preliminary drainage study was done and that later, a final drainage plan ("bridal" in the presentation) would be required. A commissioner asked whether the drainage study was done before or after preliminary approval; Brown replied it was done preliminarily.

After discussion the commission moved to approve the final plat. A motion to approve the final plat as submitted passed on a 5-0 vote.

The approval applies only to the Phase 1 final plat (12 lots) and does not by itself change prior approvals for the overall preliminary plat or conditions tied to other phases. Staff materials noted the preliminary plat for Section 10 was originally approved in January (previous years referenced in staff material) and has received multiple 12-month extensions during its multi-year application history.

The commission did not open a public hearing for this general-orders item. Next steps for the applicant include final recordation processes handled by Development Services and any remaining engineering sign-offs noted by staff.

Parkview Estates Section 10 remains subject to conditions and future review for later phases; staff indicated additional engineering and final construction documentation will be required as subsequent phases come forward.
